MDW Associates, LLC (MDW), an innovative professional services and data analytics solutions provider, is pleased to announce the task order award to provide Research, Analytic, Economic Analysis, Information Technology, and Governance Support Services to the Office of the Secretary of Defense (OSD). The five-year contract’s period of performance is from February 15, 2025, to February 14, 2030. The firm-fixed price contract has a total value of $17,552,696, should all options be exercised.
MDW will provide professional services for the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (OATSD/PCLT) at the Mark Center in Alexandria, VA, and other locations within the National Capital Region.
OATSD/PCLT plays a critical role within the Department of Defense (DoD) and assists with Federal and Departmental governance, enterprise risk management, and effective compliance issues, while offering specialized assistance in key areas such as intelligence oversight, privacy, civil liberties, freedom of information, and regulatory policy. OATSD/PCLT oversees Department-wide compliance with these programs.

OATSD/PCLT procured this professional support services requirement using the Washington Headquarters Services (WHS) Analytical and Technical Support Services (ATSS) multiple award indefinite-delivery/indefinite-quantity (IDIQ) contract. The ATSS vehicle is available to the Office of the Secretary of Defense and DoD Fourth Estate organizations to meet their support services requirements. Under the WHS ATSS IDIQ, MDW is the only company to be awarded a prime contract for both the Small Business and Unrestricted Pools. The ATSS vehicle was awarded in December 2022 with a $1.5 billion contract ceiling.
MDW is joined on this contract by its subcontractors, American Technology Solutions International, Corp. (ATSI) and the Analytic Services, Inc. (ANSER). ATSI, a Service-Disabled Veteran-owned Small Business (SDVOSB), provides program management and technical support services to DoD. ANSER is a non-profit corporation whose mission is to provide objective, independent analysis and advice to government agencies tasked with protecting and advancing U.S. national security interests.
